+++ This bug was initially created as a clone of Bug #1666653 +++

STR:

  1. enable skeleton UI in some profile
  2. Run firefox and open browser toolbox

ER:

no skeleton UI

AR:

skeleton UI is painted before opening toolbox

I'm not entirely sure if the fix for Bug #1666653 will cover this.

I'm guessing once we draw the real window we're going to need to delete all the objects that were created in the skeleton ui, but it'll require a closer look.

No longer depends on: 1666653

Setting up tracking flags based on when Skeleton UI was implemented.
