1669231 - Titles of Google document tabs not restored on restart

With Fission enabled (autostart and sessionHistoryInParent both true), every time I restart Firefox, the titles of any tab with a Google doc (doc, sheet, presentation) are not set to the document title, but instead set to the URL of the document. This is true for any tab with a Google doc of some type that isn't pinned or the tab with focus. See attached photo.

Once I click on the tab, it loads the document in the content window and the tab title is properly set.

I've tried to recreate this in a new profile for better STR, but it is inconsistent and I've only been able to do it once. My default profile does it every time.

I think this is happening because those tabs are not loaded. When they are made active, that will be fixed. Maybe some session restore issue.

I've tried this a few times, and I can't repro it. Any 'interesting' settings you have in the default profile?

I'm able to reproduce consistently in a fresh profile.

1. In a fresh profile, enable Fission, and restart.
2. Open 2 tabs: https://docs.google.com/document/d/1RvteoYUWV5Xnr1hYMWsakShGWWFQ14ZLxLcQSOsZYSk and https://example.com.
3. Open about:restartrequired in a 3rd tab, and click restart.
4. In the restarted window, notice that the example.com tab has "Example Domain" as its title, but the Google docs tab has "docs.google.com/...". Neither tab should be selected at this point.
5. Clicking the Google docs tab loads the document, and updates the tab title to be the name of the document.
