166938 - scrollbar does not go to begin/end when moving caret to begin/end

using 9/5 trunk build

1) launch netscape
2) launch composer
3) insert lots of text on several lines, forcing a scrollbar.
4) move caret to the bottom, then top,

notice the scrollbar does not go all the way to the begin or end.
it should.

To clarify (if I properly understood what this bug means):
When moving with arrow keys, scrollbar cannot reach start/end. It does when
moving with PgUp/PgDdown.

I understand that it does scroll, just not quite fully to the top?  I will try
to reproduce on win2K if I cannot I will go find a win98 machine...
