1670064 - don't depend on successful request to fetch artifact list from firefox-ci to interact with other task information like failure lines

Since the list of artifacts for a task is not stored anymore in Treeherder's database but fetched from https://firefox-ci-tc.services.mozilla.com/ (bug 1603249) failed attempts to load the list of artifacts prevent Treeherder's bottom panel with task information from loading. This should not be a hard dependency to allow the failure lines to load (for developers to see the issues of their Try pushes, for sheriffs to classify failures).
