Gl Video is the more noticeable of the two: https://treeherder.mozilla.org/perf.html#/graphs?series=mozilla-central,1934057,1,1&timerange=5184000
It went from 5ms -> 33ms on Windows. (Linux64 is steady at 14ms.)
This also does not appear to affect Linux64.

if this is windows-specific and also webgl-specific, bug 1669530 sounds related

and also there's a bug for the regression there as well, bug 1670542.
is it possible to run the benchmark on the specific revision?

You should be able to trigger these benchmarks via the treeherder ui.
