Now that we were able to validate that Glean.js is a possible project thanks to the POC, we should write a proposal for a production ready MVP of Glean.js.

I like the proposal, overall. I have two concerns:
- we should call out that some of the proposed changes only really apply to the "webpage" target (if that's the case);
- we should clear the discussion about client_info;

I left a couple of comments, mostly about concerns about client_info filling up with platform specific metrics, but overall, the proposal looks great!
