We made a new topics component when we ran an experiment to move the topics component to higher up in newtab.
The component itself is objectively better, so even if we don't move the component higher up the page, we should still swap out the old component for the new one.

I have verified the following using Firefox Beta 85.0b4 (Build ID: 20201220193140) on Windows 10 x64, macOS 10.15.6, and Ubuntu Linux 20.04 x64:
- Click, Ctrl+Click, and Shift+Click on each of the components of the "Popular Topics" section.
- Keyboard only access on each of the components of the "Popular Topics" section.
- The "Popular Topics" section is NOT displayed if the "Recommended by Pocket" section is disabled.
- The elements of "Popular Topics" are correctly displayed using the "Dark" theme, the "Light" theme, and the "Firefox Alpenglow" theme.
Status: RESOLVED → VERIFIED
