This is something I wanted to do as part of bug 1662019 anyway (see step 4 of bug 1662019 comment 0) but I wrote a patch to do it now because it made logging the main-thread scroll position update code easier. As in, one place to put a printf instead of a whole bunch.

This just makes it easier to add printfs and/or set breakpoints. Additional
changes in bug 1662019 will flesh this function out a bit more.
