Steps to reproduce:
When trying to play certain video in 1080p60 on youtube the video playback will freeze in full screen mode but play correctly in regular/theater mode.

Steps:
(1) Navigate to Test video (https://www.youtube.com/watch?v=WgNT5DaIHnY)
(2) Set the resolution to 1080p60
(3) Choose Fullscreen mode in youtube.
Other steps to troubleshoot:
(1) You can then go back to windowed\Theater mode and the video will work properly.
(2) Checked in Vivaldi and full screen mode and the video

Actual results:
Once you enter full screen you will see the video stop rendering. You will hear the audio continue to play.
Expected results:
The video should play from beginning to end in full screen mode in HD.

No luck reproducing this locally, but fullscreen-only issues tend to be graphics related, so I'm moving this to that component.
