The issue was reported by Jonathan Mukiibi.

When an adminstrator tries to create an user account and fills out e.g. default homepage field, the Pontoon's backend throws an error:

IntegrityError at /a/auth/user/add/

duplicate key value violates unique constraint "base_userprofile_user_id_key"
DETAIL:  Key (user_id)=(15) already exists.
