A bunch of web platform tests seem to be failing because we don't support set_permission
https://w3c.github.io/permissions/#set-permission-command
I'm really not an expert on WebDriver but it looks like this is a command that would allow for programatically setting permissions. Considering the elevated privileges of webdriver/marionette this seems fine to me, but maybe I'm missing some aspect here.
