When you hover a tab with the mouse, we have like a 1.5 second delay to display the tooltip. If you move your pointer to another tab, there is again this delay.
I prefer chrome's behaviour which I find more useful, the delay happens only on the first hovering of a tab and then as long as your pointer is in the tab strip, moving your pointer to another tab displays the page title in a tooltip immediately.
This is more useful because the common case when you want the tooltip to be displayed is when you are looking for a specific page when you have multiple tabs opened for the same domain (newspaper for example). It also makes the browser feel more reactive to use input.
