Steps to reproduce:
Opened "Logins & Passwords" from "sandwich" (triple bar) menu
Actual results:
There's no option to set a master password
Expected results:
There should be a link to the "Set Master Password" UI

Thanks for pointing this out. We don't have plans to do this currently but it is valid - there could at least be a link from about:logins to the preferences UI.

There should be a link to the "Set Master Password" UI
The option labelled "Options"/"Preferences" does take you to the password manager options including Primary Password.
