Looking at the WebRender profiler it wasn't immediately obvious what the problem was.

Seems to reproduce on https://web.archive.org/web/20201020173839/https://disneyanimation.com/data-sets/ in case the page changes.

GPU time is pretty bad on linux+intel+4k, and texture uploads (looks like mostly glyphs) are also pushing us over the CPU frame budget.

Both current and web archive version seem to run well now (given that there is a lot going on when you scroll).
