Currently, the disk cache manager is written to watch a single directory. It doesn't follow create/delete events in that directory for subdirectories, so it doesn't watch the whole directory tree--just the cache directory.
It'd be better if it could cover a directory tree. Then we could fix the symbol cache keys so they're hierarchical which reduces some clutter in the directory and would make it easier to follow and I could crib the whole thing for the Socorro processor to replace the cache manager there.

willkg merged PR #2397: "bug 1673887: rewrite disk cache manager" in 1a9e28b.
We're in a code freeze, so I merged this into the eliot-dev branch. I'll merge it to main when codefreeze is over.

I merged it to main and it deployed to stage. I spent some time forcing an eviction. That turned out to be tricky since the cache is 40gb.
Cache usage is holding at 40gb. I see cache hits, cache misses, evictions, and some cache churn. Things look good.
Marking as FIXED.
