Steps to reproduce:
- Start Firefox with the skeleton UI enabled.
- Maximize the window
Unexpected result: the skeleton UI at the initial window's size is visible while the window is being maximized but we haven't repainted at the new size yet. See attached video.

Looks like we're tracking these skeleton UI bugs in Firefox::General, so can you set a priority and severity?
