rotor puts focus on heading but tabbing doesn't move to next interactive element instead going to top of page

When on https://bugzilla.mozilla.org/enter_bug.cgi and using rotor to navigate to Client Software heading and then pressing tab, focus starts at top of page instead of at Client Software heading.

Steps to reproduce:

  1. Visit https://bugzilla.mozilla.org/enter_bug.cgi
  2. VO+U to bring up rotor and arrow to "Client Software" heading
  3. Press enter to move to Client Software heading.
  4. Press tab to navigate to links below this heading

Results: navigation moves to top of page.
Expected: navigation moves to first interactive element below the Client Software heading.

Tested with today's Nightly on MacOS 10.15.7

I can reproduce this with some of the headings on Wikipedia as well, Visit https://en.wikipedia.org/wiki/Main_Page and rotor to "From today's featured article" and the bug happens but rotor to "In the news" and it doesn't reproduce.

Not a bug. Expected behavior.

Jamie explained "this occurs because tab is controlled by the browser and moves from the currently focused element to the next element in the tab order. Because you moved to a non-focusable element (a heading), there was nothing VO could focus, so focus remained where it was before"
