Steps to reproduce:
I went to the website https://vww.zetorrents.io for example.
It happens with others website too.
I choose a link on the main list.
Actual results:
When the new page loads , a hidden pop-up appears on the background and cannot be closed by using the upper right cross because it created a new one everytime.
This new page has got this URL : chrome://sstart/content/sstart.html.
The only one to close the window is open it wide.
Expected results:
The hidden pop-up could have been closed with the upper right cross without creating any other window.

Does not happen here. The webpage tries to open popups but SeaMoney blocks them. Also ttrying to trick you into accepting some sort of notification. I would make a wide pass around it.
Are you using https://github.com/JustOff/speed-start ? If you disable it.

REPRODUCIBLE with unzipped unofficial (by wg9s) De SeaMonkey 2.53.6 beta 1 pre Mozilla/5.0 (NT 6.1; Win64; x64; rv:60.0) Gecko/20100101 Firefox/60.0 Build 20201024210004 (Newly created User Profile, Default Classic Theme) on German WIN7 64bit
1. Launch SM
2. Visit https://vww.zetorrents.io/
3. Click NCIS : Nouvelle-Orléans S06E09 FRENCH HDTV
» A new page with " ⚠ Attention! Vous devriez utiliser un VPN ! Votre adresse IP: 91.60.223.115. Pays: Braunschweig, Germany" appears in the TAB. Additionally a new SM Window will be opened in tha background: https://www.get-express-vpn.online/. This window can be accessed from Taskbar SM windows Preview of via ˋSM menu Windows → click the other window with ExpressVPN advertisementˊ.
4. Move Mouse Pointer to taskbar SM icon and click close-X in preview window to close that SM windows.
» That contents will become closed, but a new empty window will appear immediately.
Additional info
a) Somehow when I selected the line With "Click NCIS : Nouvelle-Orléans S06E09 FRENCH HDTV" to copy the string to here ##########i got a Norton advertise window - seems to be aggressive marketing
b) After SM relaunch in step 3 I got a different background advertisement window for a different product
c) The advertisement Window as no Menu Bar, Navigation bar, Bookmarks bar,... Only Location input bar.
d) Advertisement Window in FF only appears with disabled AdBlockPlus. The effect from Step (4) that closed window will be replaced by a new (empty) one immediately ist not Reproducible fo me with FF 82.0a1 (2020-09-11) (32-bit)
e) I will check for DUPs

e) No obvious DUP found with this query. But Bug 921874 - Closing an active browser session via close [x] in aero peek opens instead a blank window and closing that blank window continues to open a blank window endlessly shows an effect with some common symptoms.
f) At least for me these advertisements are not "hidden". Simply focus does not change to it when it opens.

e1) For me this one is not limited to Aero-OS-design. With WIN7 Basic UI design I also that strange "auto-New-Window" creation
