Details
Version 1.1 release. Seen while composing newsgroup messages in plain text
mode (have not attempted in HTML mode or while composing email).
It is customary in many editors (under Windows at least) that pressing the Up
or Down arrow keys with the Ctrl modifier (while not in selection mode) should
move the cursor one line up or down while also scrolling one line, keeping the
current focused line vertically in the same spot. If the user has reached the
last line, pressing Ctrl-Dn again should scroll without changing the focus
line. Originally posted as part of bug #167444.
