moz_crlite_query v0.4.0 correctly handles certificates with leading zeroes, which currently could lead to false failures at the signer task. This fixes that bug so if the signer task checks a host whose certificate serial has a leading zero, the check will be accurate.

I deployed the new version for the signoff job. Waiting a bit with the app, since we don't want to deploy both at the same time.

The remaining parts are now also on version 1.0.1 (though this shouldn't change anything).
