The scalar for tracking Application Panel opening count expired in Firefox 66.
If it's still needed, it should be renewed. Otherwise, it should be removed along with the corresponding. telemetry instrumentation code.

This is actually the last expired scalar in the tree, as I missed it in bug 1915228. This blocks landing the test that enforces no expired probes remain in the tree (bug 1918242).
