Note that if/when we implement the new unenrollment rules (see https://docs.google.com/document/d/18Vdn4zZX2D1u9AqzHRY0lUSUbpBdouqWtVp3Bu8vYQA/edit#heading=h.mc2hpa6uayo6) this will be slightly more complicated, but for now we should just not process records from remote settings and turn off experiments immediately if this preference is flipped.
