[Tracking Requested - why for this release]:
We would appreciate getting this pref-flip into 83. It will simply apply a default pref that 100% of release users already had from a Normandy rollout, so there shouldn't be any difference, but it makes things easier to handle and is less error-prone than dealing with Normandy for continued rollout. It also prevents late Beta from not having the feature.

- Why is the change risky/not risky? (and alternatives if risky): This pref was already flipped for 100% of the user population in release through a Normandy study. We have identified one issue and fixed it in 83. Apart from that things seem to have gone smoothly.
