Steps to reproduce:
- Enable Startup / Restore previous session
- open a few windows and tabs (such that uses the stored passwords)
- exit Firefox
- start Firefox
Actual results:
- (re)stored windows appear
- two primary password dialogs appear (see screenshot)
Expected results:
- (re)stored windows appear
- only one primary password dialogs appears

Hello,
I’ve attempted to reproduce the issue you are having, based on the provided STR, on the latest Release (82.0.3/20201108180448), Beta (83.0/20201110140026) and Nightly (84.0a1/20201110220109) under Windows 10 Pro 64-bit and Ubuntu 16.04 LTS, however without success.
I’ve opened two windows with one tab each (with websites requiring logging in with the stored passwords), exited Firefox via the “Exit” option and then launched the browser once more. Only one primary password dialogue window appears.

It just happened to me on FF 82.0.3 on Win 10 Pro 64 bit.
I suspect it is some race condition that happens under load. I have way more than just two tabs.
Try with more windows and tabs. I have 25 windows, each having more or less tabs.

Hello David,
I’m not entirely sure I reproduced the issue properly, as it occurred on your end, however, following your advice, I’ve opened the same 3 tabs (each with a site requiring logging in with a username and password) in multiple windows (15 windows).
After restarting the browser, the last window which was opened displayed the primary password dialogue window.
Moving to the second to last window, I had to enter my credentials once more (even though the credentials have been saved/stored). After logging in, the prompt to save my credentials has been displayed again and upon choosing to save them the primary password dialogue window was displayed for the second window as well.
And I could do it for each window separately. See attachment for further details.
Does this sound like the issue you are having?
This was tested on the latest Nightly (84.0a1/20201111163850), Beta (83.0/20201110140026) and Release (82.0.3/20201108180448) under Windows 10 Pro 64-bit.

Hi!
I created a new profile, with firefox 82.0.3
I could reproduce the problem only if I:
- stored a login form password
- import a client certificate and visit a page requesting it
So:
- visit a page asking for a login
- enter password (any will do), save it
- import a x509 certificate
- enable session restore
- open a few windows (maybe one is enough)
- in "last" window open the web page that asks for the password, then a new tab tab asks for a client certificate
- exit FF
Restart FF.
Result:
in the "last" window, two password dialogs appear (see screenshot).
NOTE:
this sites request and accept any certificate (even self signed):

PS: "then a new tab tab asks for a client certificate" should be "then a new tab tab that asks for a client certificate"
In my screenshot, the first 3 tabs are all the same site, that asks for a (stored) password, the last, the active one, is asking for a certificate.

FYI, it happened again with firefox FF 89.0.2
steps:
- open FF
- in about:profiles click "Launch profile in new browser" for a second existing profile (that has restore session enabled)
Result: the new profile started and showed two password dialogs (see screenshot). The profile has several windows and tabs on them restored.

This still happens.
I just opened the about dialog to update from version 93.0 to 94.0 and after restart the two dialog appeared (see screenshot).
