Steps to reproduce:
On Dell Latitude E7250 (Intel HD 5500 GPU) I've compared performance (smootheness of scrolling and CPU usage) on WebRender and on Direct 3D 11 (Advanced Layers) (gfx.webrender.force-disabled set on true in about:config).
Actual results:
On Webrender performance is significantly lower. Web pages scrolling on Webrender is not so smooth as it is on Direct3D 11 compositing. I've also noticed higher CPU usage as I watch Youtube videos.
Expected results:
On Webrender performance should by higher than on Direct3D 11 acceleration.

Are you to able to take some profiles using https://profiler.firefox.com/ with "Firefox Graphics" preset of the different situations with WebRender on and WebRender off?

The profiles of scrolling definitely show WebRender being worse. I don't notice anything particularly bad in the YouTube profiles. Can you file a separate bug for the YouTube CPU issue?

This is impossible to check because in the newest Firefox it is impossible to enable Direct3D acceleration.
