STR:

  1. Open bookmarks sidebar or history sidebar
  2. Activate VoiceOver
  3. Attempt to enter the sidebar area with VO+Shift+Down

Expected:
VO focus moves into the sidebar, and VO reads the selected outline row

Actual:
VO says "in table, blank" and does not shift focus into the table rows.
