Recently we started writing specifications for bigger features developed in Pontoon and landed them in the repository:
https://github.com/mozilla/pontoon/tree/master/specs
We should document that process by creating a "Specification 0000", which will serve as the template and briefly explain the purpose and guidelines for writing new specifications.
Note that we'll include more details about the process for proposing new features for Pontoon as part of the development process document:
