Filing as a spinoff from https://bugzilla.mozilla.org/show_bug.cgi?id=1663612#c1. In many cases, if the user pans around with desktop zoom applied, the interaction with scroll-snapping seems somewhat unexpected and/or wrong. We should define the expected behaviour and then update the code to conform to that. Filing this as a general bug to deal with this problem.
