I am splitting this up in Bug 1675318 and it's failing consistently with this configuration.

This is the failure MOZ_CRASH(Shutdown too long, probably frozen, causing a crash.) from log https://treeherder.mozilla.org/logviewer?job_id=321760859&repo=try&lineNumber=12303

This is a non-fission shutdown crash, maybe a runtime leak that is exposed when we run it multiple times.
