1678169 - remove unnecessary subject/subject alternative name baseline requirements telemetry

In bug 1050546, we added telemetry for some baseline requirements sections (namely 9.2.1 and 9.2.2: subject alternative name and subject common name). It has told us that there is always a subject alternative name extension and that relying on the subject common name is unnecessary (incidentally, we already set the default name matching mode to require the subject alternative name extension and ignore the subject common name in bug 1463936). We can remove the telemetry now.

This removes telemetry regarding baseline requirements sections 9.2.1 and 9.2.2
(subject alternative name and subject common name) that is no longer necessary.
More specifically, this removes the histogram categories
BR_9_2_1_SUBJECT_ALT_NAMES and BR_9_2_2_SUBJECT_COMMON_NAME.
