Beta/Release Uplift Approval Request

• User impact if declined: Support for arm64 macs currently relies on a random nightly build of the rust compiler to build. It would be better to use a more stabilized version. We'll probably upgrade regularly as new betas come out, until 1.49 is released in 6 weeks.
