Per bug #1673433 we have downstream mechanisms for filtering by URI that we should leverage in place of the existing openresty filter. See that bug for some discussion on the advantages of the new approach. The plan would be to remove the edge filter and then be able to empirically determine what scrubbers might still be appropriate to implement, and implement them in a more sane way than the existing arcane filter logic, which by now is over four years old.
Without the need for access_by_lua we may also want to consider moving the edge to Services SRE standard nginx versions.
This isn't urgent work and will likely not happen until next year.
