Steps to reproduce:
Set up OpenPGP encryption but do not enable encryption by default. Add signature by default.
Actual results:
New messages as expected have only PGP signature by default. However, TB attempts to send encrypted replies by default.
Expected results:
If encryption is disabled by default in the settings, TB should not attempt to send encrypted replies by default.
