We should consider using a similar fallback mechanism for slicing un-fragmentable content in page layout (bug 1640197, still behind a pref) for content that overflows a column.
(That seems to be what Chrome does, fwiw. Although I think they handle the second case incorrectly. It's better to break before the container in that case, like we do, since it might fit in the next page/column.)
