Seen while testing #1672204 on Fenix.
Also reproduces on the latest (Nov 25) GVE.
If scrolling down and up on the page's bottom sheet future up scrolls do not pan the webpage. While down scrolls do.
Not reproducible all of the time but on GVE I get it in at least 50% of the tries.
