1.) visit https://www.pb.com - a site where the cert does not match the name of
the site (the cert shows www.pitneybowes.com not www.pb.com)
What is expected: That a dialog box for a non-matching cert would appear.
What happens: A dialog box asking for username and password appears.

This should be fix, however, it will crash due to 19167.  Please verify when
that is closed.
