Steps to reproduce:
I set Firefox to never remember history in the Privacy & Security settings page.
Actual results:
After restarting the browser, all add-on icons in the top right of the toolbar disappeared. After allowing Firefox to remember history and restarting, they were back.
Expected results:
The icons should have stayed regardless of history settings.

Hello I have managed to reproduce the issue using Firefox 85.0a1(2020-12-02), 84.0, 83.0 using the STR provided in the description with Windows 10, Ubuntu 20.04 and MacOS 10.15.7 .
I will add a component to this issue so one of our developers could look more into it. If it's not the right component please feel free to change it to an appropriate one.

This is expected behavior. You need to enable private browsing for extensions in about:addons.
