As discovered while investigating bug 1664144, a sideloaded addon that is updated on disk will be started, but not updated until the second scan and which point it is restarted (post bug 1664144) with the correct startup data. WIP patch forces the first scan to check sideloads for updates which would fix this, but may introduce performance issues for users with sideloaded addons.
