Steps to reproduce:

I download files in a encrypted folder, it will remove the encryption. but Chrome doesn't have this problem

Hi, this lacks information what an "encrypted folder" is. Or why you think that downloading files removes encryption of something. Please read https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines and add a more useful description to this report.
