1681215 - adjust fido/u2f tests to not run on windows 10 1903 as they are designed to test features on older versions of win10

In testing windows 10 on 1903 (current tests on 1803):

we find that in bc3 the u2f tests are timing out, this is because of the OS level popup for the security auth key (see screenshot):

In discussing via email with :dkeeler, she mentioned that these tests are not relevant on 1903 or later due to the way windows 10 has been upgraded for FIDO/webauth/U2F.

We will skip these once on 1903.
