1681390 - need django admin page for building email list of users with protected data access

We occasionally need to email everyone who has access to protected data. Socorro itself can't send emails and that's not something I want to build now. Instead, we're going with a good-enough stop-gap.

This bug covers building a Django management command that ops can run on one of the nodes that outputs the list of email addresses of users with protected data access.
