1682247 - If Gecko fires a name change event, notify Mac accessibility via AXTitleChanged notification

Found that we weren't firing this while doing the following:

1. Visited the Pinafore accessible Mastodon web client.
2. Logged in with my instance and credentials.
3. Used j and k on my Home timeline to find a toot with a content warning.
4. Pressed x to expand that content warning to reveal the full text.
   • Expected: VoiceOver should read the revealed text, as NVDA does on Windows.
   • Actual: VoiceOver remained silent.
