provide informative error message if bug filer passes in a bug via "Regressed by" which Treeherder cannot access. Currently: Treeherder Bug Filer API returned status 500(There was a problem retrieving the data. Please try again in a minute.)

If a person tries to create a bug from the bug filer UI and enters a restricted bug which Treeherder cannot access (only access to employees, security bug), the following misleading error message is shown:

Treeherder Bug Filer API returned status 500(There was a problem retrieving the data. Please try again in a minute.)

A check if the bug can be accessed should be performed and if it fails, an informative error message be shown.
