This is mostly just cleanup.
There is a bit of somewhat complex code to inject a spoc based on a probability roll, which is and hasn't been enabled for a long time. I suspect there is reason to remove the functionality.

I have verified that SPOCs are correctly displayed on positions 2, 4, and 11 using Firefox Beta 86.0b4 en-US (Build ID: 20210131185630) on Windows 10 x64, macOS 10.15.6, and Ubuntu Linux 20.04 x64 with a VPN connected to US Central.
