bug 155094 covers a more detailed implementation where users have more control
over pop-ups. this is a quicker (hopefully shortterm) workaround.

vrfy'd fixed with 2002.09.17.04. there's now a Popup Blocking tab in the
Navigation category.
No longer blocks: 147975
