This is the first (exploratory) step of moving forward with bug 1682085.

Add a counter to the metrics ping that is incremented when going to foreground.

Yes, in the Glean metrics.md and the Glean probe dictionary.

  1. Is there a control mechanism that allows the user to turn the data collection on and off?

N/A applications using Glean provide the mechanism for opting out of collection, Glean provides an API to support this.

  1. If the request is for permanent data collection, is there someone who will monitor the data over time?

  1. Using the category system of data types on the Mozilla wiki, what collection type of data do the requested measurements fall under?

Cat 1, technical data

  1. Is the data collection request for default-on or default-off?

Default-on

  1. Does the instrumentation include the addition of any new identifiers (whether anonymous or otherwise; e.g., username, random IDs, etc. See the appendix for more details)?

No

  1. Is the data collection covered by the existing Firefox privacy notice?

Yes.

No.

Do we know when this will exist in Fenix?

It's waiting to get merged into a-c.
Once it's there it will get into an a-c release, which it looks like is now done every 2 days, from which it will get pulled into Fenix.
I don't know their release cycle though.
