Pinned Tabs Disappearing When Using Second Window

Steps to reproduce:
- Open FF
- Pin a couple of tabs
- Open a second FF window
- Close the main FF window
- Close second FF window
- Open FF again
Actual results:
The pinned tabs are gone
Expected results:
The pinned tabs should be there

I can't seem to reproduce this each and every time with the steps as originally entered. There seems to be something more going on. I am trying to find a way to always reproduce it.
I just able to reproduce it by inserting these steps:
2b. open a few more tabs
3b. Open a few tabs in the 2nd window
3c. Open a 3rd window
5b. Close the 3rd window

No, that doesn't do it reliably, either. I will keep trying...
One thing to note: in step 4, when I close the original window, it tells me how many tabs I have open and asks me if I really want to close the window, as expected, but the tab count INCLUDES the pinned tabs

I was just able to reproduce it three times in a row.
Make sure to close the 3rd window last. There were no open tabs in my 3rd window. Not sure if that matters.
I do have an override for the New Tab Page. I use the extension "New Tab Override" to get a BLANK New Tab Page. Not sure if that matters.
Trying very hard to get you an absolutely reproducible test case.
