Spawned of from bug 1483787.

There's some agreement on this part in:
https://github.com/whatwg/html/issues/3969#issuecomment-416977352
(and Chrome have already shipped it so I guess it's the standard now ;-) )

This bug is only about adding normal frame construction for the rendered legend, per display, columns etc. I'm not addressing the part from the above github issue that adds a new property to make elements other than <legend> the rendered legend.
