1684171 - Tracker celebration text should use long format of month to match the toast and improve readability

See attached screenshot. The "short" format for months is awkward especially for months June where the short form looks like a misspelling of the full name ("Jun"). The toast that appears uses the long form, https://searchfox.org/mozilla-central/rev/df9c134aa60ba99cef05acfb0f6733c84a374da6/browser/components/newtab/lib/CFRPageActions.jsm#528 so we should use the long form here too.
