Clicking on a bookmark in a lengthy list of bookmarks within a folder causes the bottom frame to maximize and covers the selected bookmark.

Steps to reproduce:
Running Windows 10 desktop:

Create a bookmarks folder with more than 18 separate links bookmarked

CTRL + Shift + B to open Bookmarks Library and navigate to folder using the left pane

In the top right pane, scroll down past the 18th bookmarked link (to number 19 or further) and click on that link
Actual results:
When the link is clicked, the bottom right panel that was minimized (only showing "Name" field) is then maximized to show "Location", "Tags", and "Keyword" fields. This results in the bottom right panel interfering with the bookmarked link the user was attempting to click (or double-click to open it).
Expected results:
Top right pane should automatically scroll upward so that the desired link is not covered by the maximized bottom right panel.
